If you don't know to use it you can learn photo editing online.
Or you can get the service from the professional people.
Or you can use the freely available online programs in the web sites and can adjust the size as required.
To do this you must keep the photo images in a place from where it can be easily accessed.
If you want to edit your scanned photo online keep the image files In a CD Rom Or on your desktop.
Go to one of the online photo edit web site.
Press "Browse"
Select your file name
Upload it
Edit it as you want.
Save it in your computer.
Again go to the official web site and check whether your photo (Image file) size is accepted by the program.
If it is ok, then use it to upload with the E-DV Application form online.
Don't forget, you can only adjust the size of the photos and it is not allowed to correct or touch up or air brush the photos.
