The American visa lottery will accept your entry only if you upload an image file of yours made according to the instruction.
Other wise it will unacceptable and your entry can't be accepted and there will be no confirmation receipt will be issued.

You can go to the official web site and check whether your photo (Image file) size is accepted by the DV Lottery program.
If it is not accepted you need to adjust its size to the required file size
For this you can use programs like MS Paint or Adobe Photoshop.
If you don't have this you can buy it online.
If you don't know to use it you can learn photo editing online.
Or you can get the service from the professional people.
Or you can use the freely available online programs in the web sites and can adjust the size as required.
To do this you must keep the photo images in a place easily accessible.
If you want to edit your scanned photo online keep the image file in a floppy disc Or In a CD rom Or on your desktop.
Go to one of the online photo edit web site.
Press "Browse"
Select your file name
Upload it
Edit it as you want.
Save it in your computer.
Again go to the official DV Lottery web site and check whether your photo (Image file) size is accepted by the DV Lottery program.
If it is ok, then use it to upload with the DV Lottery E-DV Application form online
